Households in Ngamba Sector that survived the 1994 Genocide against the Tutsi had fallen behind on their community health insurance. We sat with them, listened, and covered the premiums for the families who needed it most.
Mutuelle de Santé is the reason a clinic visit in rural Rwanda costs a few hundred francs instead of a month of income. It only works if the annual premium is paid, and for older households living alone that payment is often the thing that slips.
We went to Ngamba for a wellbeing session, not an insurance project. We asked what was hardest at the moment. The answer, from more than one person in the room, was the clinic.
We worked with the sector office to confirm which households were behind, then covered the premiums directly. No forms for the households to fill in and no meeting to attend.
A programme that arrives with its answer already written misses this kind of need entirely. We now open every new community with a listening session before we propose anything.
